13 year old issues

Hey mamas! Still having quite a hard time with my stepson. He is 13 years old, and is probably one of the most unruly kids I've met. He refuses to do any type of chores, won't follow ANY of the household rules, won't even clean his own bedroom, will hardly shower or have any kind of good hygiene. He refuses to bring his laundry to the laundry room even. He would rather wear dirty clothes. He has the same behavior in school, and has already been suspended twice this year. We have tried grounding him, taking away phones, videos games etc. We've tried sitting down and talking to him, giving him an allowance. We have tried counselors, doctors, psychologists, behavioral specialist, literally every resource there is. Anyone have any suggestions? My husband and I have no idea how to put a stop to this behavior, it seems like we've tried everything😩 Thank you in advanced❤️
