The hat could be done with circle but I don’t know about the booties. I know they have those circle looms you can make the circumference any size you want, just attach or remove the unwanted pieces but I’m not sure what it’s called. There are some super simple crochet bootie patterns on YouTube as long as you can make a square you can make a bootie , I assume this would work for knitting as well because it’s just the square fabric that gets turned to the right shape .
