Using a wide-tooth comb rather than a brush, and combing when wet rather than dry are things I've come across that might be worth trying if you haven't.
Hey. Have you tried a hairbrush specifically made for children/adults who have sensitive scalps, it’s called the sensory happy hair brush. The pins on the brush are softer. Sometimes using a pain brush on the skin and then brushing over the hair can sometimes helps as like a massage but all over and then she may eventually get used to a brush ? Also keeping the hair shorter can help too without the dress of brushing longer hair x
