My baby is 4 weeks old, it’s on her back, chest and a couple on her arm and 1 or 2 on her face

Omg no! That looks either like an allergic reaction to cows milk, or a reaction to washing powder. Any other symptoms? Constipation? Sickness?

Phone the GP/111. Any rash is not normal. Some are easily explained e.g. dribble rash, nappy rash but when it's covering this amount of their body and looks this angry something isn't quite right. Hope you get some answers for your poor baby X

I would just take her straight to a&e better to be safe, hope she’s okay 🥺
