Hey! My little girl turns 2 in June, she starts her new nursery in June as well! I understand when she turns 2 she’s entitled to the free hours, how do I apply for this?

My 13 month old started beginning of March 6th and goes Wednesdays and Fridays and still she hasn’t settled. She’s super attached to her key worker to the point the key worker struggles to do other things yet she’s not that clingy at home. I just don’t know whether to change nurseries or is it still early?
