How often do you bathe her? Too often can cause dry skin. Try putting some breast milk in the water and bathing her like that without soap.

@Beth 1x every 3-4 days with wipe offs between! I was doing milk baths before, but then got nervous it was my breast milk causing the sensitive/dry skin. Since it’s getting better, I’ll work the milk baths back in the routine. I appreciate it!
Faced the same, applying breast milk on it once or twice a day where you leave it on to dry really helped. It softened the skin and made it really smooth. She has a very dry/rough forehead still for which I use Aveeno baby lotion
Tubby Tod all over ointment! When ever my bby girls facd gets irritated i apply it and it goes away within the same day!
My son went through the same thing. Our pediatrician told us because he has darker skin whenever they have a rash, or dry spots that heal it will cause pigmentation that will eventually go away. His went away after a few weeks and his skin is back to normal. I didn’t do anything special, I just gave him his regular bath twice a week, never put any ointment on his face because I was scared it might irritate his skin.
Same issue, I found that adding a layer of aquaphor or Vaseline helped seal in all the moisture from the lotion too and that really helps. And being mindful about exposure to cold since I’ve noticed that affects my little one’s skin too
