Is this eczema or teething?
My LO is 5 months old and has eczema all over. But I noticed his cheeks are extra red and have little red veins!? Chapped too.

My LO normally has dry/chapped skin. Applying Breastmilk on it helps. For your specific reason, see a doctor to ensure you’re not overlooking anything important.
How are you treating the eczema? Looks sore! My youngest was like that before we discovered he had CMPA.
