3 year old peeing every 10 mins

My little boy really struggles with going for a poo, to the point he will hold in his pees because he’s so scared to go. Anyway he went for a poo today after needing I’d for a fair bit. He must have held his pee in for hours. After having his poo he has gone to pee multiple times and also wet himself( for context his last accident was a year ago) this evening he has peed 5 times in the past 40 mins. Do you think he could have a urine infection? He did complain his private parts hurt this morning but then didn’t seem as bothered and didn’t mention it for the rest of the day however he has been holding them a lot so I’m really unsure what to do. No temp or anything
