BM not allowing phone calls

My SD (10) lives with us by court order and spends around 2/3's of the time with us. The court order states that she can call SD once a week while she is with us. It doesn't stipulate how often my partner can call her, and I think for safeguarding reasons it was left open for him to be able to call her whenever he wants. BM has blocked my partner's (and my) number, and doesn't allow my SD to answer when he calls. One occasion he did manage to speak to her but BM hung up the call. What would you do? Send her a message, take back to court or something else?

I’d take her back to court. There’s a reason the courts order SD to live with you guys, so she should be able to call her dad any time she wants!

I would say maybe drop her a message first and if it falls on deaf ears I wouldn’t hesitate to go back to court
