You have to look up the car seat laws in your area. Then the manufacturers suggestions. Most people get convertible seats to save money. You can have them rear facing until they're tall/heavy enough to face forward. Harness can be removed when they're big enough to use the regular seat belt. Then it can break down to just a booster seat until they're big enough to ride in just a regular seat with seat belt.
