Baby always banging her head?

She's crawling and standing/cruising but she keeps losing her balance and banging her head, we've been to a&e twice over the past month because we have a hardwood floor and she's fallen and banged her head on it. Not sure what I'm supposed to do bc I can't just hold her all the time I feel like it'll stop her development? So how do I give her freedom while also protecting her?? I've been next to her at each fall but its happened so quick!! Is anyone's baby the same?? She walks barefoot, the room is baby proofed apart from the floor!! We did have a floor mat in a play pen before she could stand but she outgrew that and is constantly wanting to stand.
