I would just have them go around the home bare-bottomed with long shirts on and keep the potty close by to where ever they play. The earliest weeks of potty training, my daughters just wore dresses with no underwear and it really helped cut down on washing clothes and for them, they could easily get on the potty as quickly as possible. Going bare-bottomed really helps them gain awareness. When they need to leave the house, you can put them in loose fitting pants, no underwear. And keep doing this until they get the hang of using the potty. Then you can put them in pants while at home. When they get to where they aren't having accidents in their pants, then try underwear. It can take some time and patience, especially with two of them but if you stick with it, they will get there. Good luck!
My son was the same way. I literally just said no more pull ups unless you’re sleeping. I got the thick trading underwear for going out and after a week of accidents it clicked.
