When does a baby turn a month older?

Is it counted by weeks or when you hit the date of their birth in the month? Ie are they 3 months old at 12 weeks or on the 1st of the month if born on the 1st?

On the date so if born on the 1st of the month the will be x amount of months on the 1st of each month. Otherwise if you count it in weeks every 4 weeks being a month then they will be 13 months on their 1st birthday not 12 months

I like to refer to them as months based on the date of each month. I only refer to them in weeks if I’m referring to something that goes based of weeks.
