dry skin ?

my son has recently gotten these two dry skin patches on the back of both his calves and i’m not sure if it’s just dry skin or eczema. He only has them on those two spots, no where else. i scrub them while taking him a bath and i put a whole bunch of lotion on them but they still end of dry.
