Currently living in a flat that me and my partner are privately renting. We live above a couple with a toddler. The noise that is coming from their home is horrendous. The toddler runs around non-stop all day, they all shout and scream non stop. The toddler is awake almost every night till at least 10pm, running around and screaming at a late time and you can hear the parents encouraging the toddler to be more hyper! On other occasions they have called my partner vile names and directly shouted at us. I have a young baby and I’m really struggling with what we are having to put up with from these people!!!

that sounds awful i’m so sorry. could you talk to the person you are renting from and let them know what’s going on?

The insulting is absolutely wrong but other than that there isn’t much you can do about living in a downstairs unit. Toddlers do run around and all day and don’t know how to walk without running/stomping, it’s normal. Your baby will turn into a toddler soon and you wouldn’t want someone complaining about your child simply playing and being a child making memories in their home.
when I have my young nieces come over to visit I will always remind them to be respectful that there are other people living downstairs and it’s not nice to bang around and make so much noise!
A young child still up past 10pm running around and shouting every night isn’t normal and the parents encouraging it is certainly not normal behaviour!
When my baby eventually becomes a toddler I will always teach him to respect living situations and surroundings

I’m not trying to take away from the situation just trying to put into perspective of the other mom and child, as a mom of a toddler and newborn myself. Of course it’s important to TRY to explain to a toddler not to make noise past a certain time but it really is easier said than done. Making the parents encouraging the toddler is them trying to get him/her worn out before they go to sleep? I don’t know. I’m sorry they are not easy to talk to. It seems like you are perhaps somewhere outside of the states so I’m not sure if you guys have an HOA but you can always try voicing your concerns to them if so
