Clothing layers question

Couple things I’m unsure about.
At what point does the rule “one more layer than you” end. I only ask as my boy generally runs very warm and whenever I put him in extra layers he always seems to get too hot.
Secondly my boy is still in a short sleeved vest, babygro and 2.5 tog sleeping bag but somebody said that’s too hot for his room (sits around 18-19 degrees) should I drop the vest or lower the tog?

My baby is generally a warm baby. I've only had him in a sleepsuits and 2.5 tog for months now as I was finding with a vest he would wake up uncomfortable and be boiling.
I don't know which is best but that's what we've done xx

My girl runs hot too, I don’t tend to use baby layer guides as she always seems far too hot. I tend to go with just instinct. My girls room usually sits around 19c in the night and I do just a sleepsuit and 2.5 tog and she’s comfy, any more layers than that then she sweats

Oh room sits at 19-21 and we have her in a short sleeve vest, babygrow and a 1 tog. 1.5 tog she seemed to warm so we have stuck to 1 tog. It’s better for her to be slightly cooler than over heat x

Our room is 20, we have him in a short sleeve vest, babygrow and 2.5 or we do a long sleeve vest, babygrow and 1 or 1.5 tog
