How to stop formula scoop clumping??

Have started making formula the traditional kettle method but the scoop gets all clumpy from the steam of the bottles when adding the powder. I feel like I’m adding less powder than I should be as it’s sticking to the scoop. Any tips?!

I use to portion my formula into formulas containers I would do 15 portions at a time then sterilise containers and start again easier making bottles as formula pre portioned and scoop never comes in contact with steam xx

Also would keep it in a biscuit tin so it was out of direct sunlight I done this for months and no issues
