Bumps on legs

My 8month old has developed small bumps on the front of both of his legs. It’s nowhere else on his body. It’s not raised, red or hot and doesn’t seem to bother him. We moisturise him well and have tried different products to rule out sensitivity. Any ideas what it could be?
