Standing options for strollers?

My son refuses to sit down in his stroller and I was wondering if there are options where he could safely stand? He doesn’t walk yet.

If he can hold his head up good perhaps flip the direction of his stroller cab so he can look ahead while you walk?

Alternatively there are also wagons with seat belts, good if you know you’ll have more than one baby… a wagon would allow him to look around 360 sitting up
