Holiday with baby

What would be a nice place to travel with a 15mintg old for 5 days in or around Europe ??
Any suggestions or experiences…

Spain is extremely family-friendly. Little ones are welcome in pretty much all restaurants at all times. It's also an absolutely beautiful country (though I'd suggest sticking to the mainland!).
I Haven’t been, but we’re considering Belgium and/or Normandy with an 18 month old. Cities are close together by train (I’m looking to eliminate the need to bring car seat), cities look lovely to just walk around and explore, and we speak French so we think it’ll be comfy for us to navigate. Italy was also a contender- I haven’t been since having kids, but it’s general very kid friendly. For a beachy vacay- south of Spain! There’s an easy train from airport in Malaga to the beach towns.
