Swim vest

My son is 16 months but only roughly 17 pounds but since he’s walking I’d rather be safe. Most of the puddle jumpers I’m finding the swimmies are way too big for his arms and they just slide out anyway. I have a vest like a life jacket but he is swimming in it even on its tightest setting. Does anyone have any suggestions?
