heat rash?

obviously we've had pretty warm weather these last few days, so i'm wondering if this is a bit of heat rash? i've never noticed until just now so it's new. also on the back of his neck is a birthmark that myself and my mum have so that's not of concern. just those little bumps and redness on his shoulder
