And what does it mean by for consideration of initial assessment with the speech and language one. Does that mean I wait until he is assessed by the pediatrician first and then they decide if he needs speech and language?

You'll get a pediatrician and audiology appointment.
Speech and language will get a copy of your child's history and they will decide if you need an appointment.
Same for play therapy.
If the pediatrician thinks you need a referral to vision services they'll refer you after you see them
Sounds like it's a standard bundle that they use to make sure all bases are covered to aid diagnosis

They basically do a full check on child to see any traits and whether there is anything else going on which maybe causing the traits which are causing the concern- this will all back up the diagnosis if given
