Can CMPA babies use Ashton & Parsons teething powder?

I know CMPA is different to a lactose allergy but just wanted to double check as the back of the pack says do not use if there is a lactose allergy

My little girl has CMPA but she reacted to the Ashton and Parsons powder so I’m leaning more towards a lactose allergy with her rather than a dairy x

I believe because it's not medical grade as in made for prescriptions that the lactose may still contain milk protiens so many babies react to it still deeming it unsafe for cmpa babies
Lactose isn't an allergy so strange it says that as lactose is an intolerance
