No reliable friends 🙄

So I need to vent. I’ve been a SAHM for 9 months now which was the plan for me to stay home for a year. Now I applied to a job that is about an 8 week process and I need references. The “friends” that I’ve reached out to ask if I can use them as a reference, they all said yes. On the application, I would need their name, address, occupation, title, email and phone number. Which I’ve sent them a picture of the section as well. It’s a job working for the govt and they do extensive background checks. Which I also told them. My problem is, if they don’t feel comfortable giving me that kind of information, why not just tell me no? I’m not sure if that’s the exact reason but after I mentioned the information that I needed, they stopped responding to me so that’s the energy that I’m getting. They’re not obligated to give me that information so I wouldn’t even be mad. But it’s the fact that I have a deadline for this application and they told me yes. Yet, after friendly reminders, I’ve been ghosted by 4 out of 6! Am I wrong for being irritated and upset and not really wanting them as “friends” anymore?
