So there’s no confirmation that it takes place near a holiday but there is snow on the ground lol but really no part of the central plot involves Christmas. So no it’s not a Christmas movie. 7 or so years ago someone came up with a fan theory that dhals intention with wonka as a whole was to make a weird version of Santa (oompas being the elves, and the naughty, nice, omnipresence aspect) but dhals said his inspo was a chocolate factory near his school that he wasn’t ever allowed inside of so his imagination dreamed up wonkas factory.

You know, I really thought there was more christmas in it. Is it really just snow that makes it seem like it has a Christmas theme when it actually isn't? I think it being Charlie's birthday throws it off, too, as you might remember it being a Christmas present because of the snow
