Is it normal for babies to squirm around a lot at bedtime or is she just not tired enough yet?

My little one used to lay there and go sleep during a feed, or if she wasn't tired she would just toss around until she was tired enough to go to sleep.
Now... 😭😭 she will literally lay there eyes closed while feeding and then suddenly start rolling around while still feeding, then she gets up and starts climbing around all over the place, laughing and giggling and blowing kisses. But if I take her away to play again and then bring her back she may actually go straight to sleep. But my confusion is that she whines like she's tired before all this. I've even tried feeding her without bringing her to bed, but she carries on whining so it's not hunger. It's literally like as if she comes to bed dying of tiredness, drinks 10 cups of coffee and then she's wide awake again 😱
Is it normal? Should I keep her up longer even though she's whining or just carry on how it is? I don't want a toddler who runs around at bedtime instead of going to bed

My 9 month old is like this bit we are in a constant cycle of been overtired that I am trying to break. Just hard with a lo who doesn't ever want to sleep or nap. Whines to go to bed then goes bonkers when I'm trying to get her to sleep.
