2year old refuses to sleep

I have a 2year old daughter that just straight up will not sleep in her own bed and room. She will fall asleep with me sitting in there to begin with at the start of the night, but she will then wake up screaming bloody murder and will not go back to sleep in her bed even with me sitting next to her. She will stay up until I cave and let her in my bed because I need sleep for work. She has a teddy she sleeps with, I have tried white noise I have tried little nightmares lights for her. Should I do a sleep consultant? Any recommendations?
