Off the top of my head my toddler loved using scissors to rescue his toys from 'traps'. I took construction paper strips and taped them in arches to make a cage.

"Washing" shaving cream off of plastic toy animals, playdough rolling and then cutting with toy knife, building a sheet fort and filling with stuffed animals, stacking blocks, collecting rocks/pinecones/sticks and throwing them into puddles, driving toy cars into lines, drawing roads, houses, and parking lots onto cardboard, balancing toy cars on blocks, reading all the books, drawing chalk ducks on the sidewalk, blowing bubbles, spinning in circles, getting flipped upside down, tickle battles, playground trips, helping mom pour and mix in the kitchen, "washing" dishes,

We put toys in ice cube trays and freeze them. She will use a spoon to rescue them or put them in the bath. Sand in the water table is a big one.

Oh I didn’t see you have a toddler not 9-12 month baby 😅
