does your little one wear nappies or pull ups? if pull ups, this looks like they may be a bit tight and needs to size up. it looks like what i’ve seen when a child doesn’t have the correct size nappy but could be wrong xx

In my case we had to size up diapers/pull ups

He’s in a size 4 pampers (9-14kg) nappies and he’s approx. 10 kg!

We've just put my daughter in the next size up even though she's under the weight by about 6lbs but they fit loads better.

My daughter is 10kg and is in size 5 pampers as they fit much better! Try size 5 & see if it gets better😊

I seen this on a few kids when I worked in a daycare . They always came in with it but when leaving it was always lighter. I would pull the next size up out of their diaper bags and it helped . I feel like maybe they’re just ready to size up .
