Our 5 week old is the same! I messaged a lactation consultant about it and she said it could be silent reflux or maybe tongue tie so we're getting him checked next week incase they can do anything to help.
My son was like this and we had a tongue tie sssessment, which he did have one, they sniped it now he takes 4oz every 4 hours
My little girl is 6 weeks and exactly the same. I've got her to take 4oz once! Pretty sure it's silent reflux
