Swimming

I don’t take my little one swimming lessons but take her on my own, today we went and put arm bands on her and eventually got her swimming on her own a little without me holding onto her.
Is this normal for her age (28m) or should she be more advanced in swimming

This sounds normal to me. My little boy does lessons and I also take him. I encourage him to kick etc and jump in but it’s more just for fun and get him used to the water!
