My first was like that, second wasn't so bad thankfully. In the house I just let him do as he wanted until I got fed up and unlatched him. In public I'd try to hold him a bit tighter to keep him still, but if he wasn't cooperating then that's the end of the feed. He quickly learnt how much he could get away so if he was hungry enough he'd behave!
