Baby acne or intolerance

Baby is 6 weeks old and initially had a bit of baby acne when she was born. Looking at this does it still look like baby acne or could it be an intolerance to the milk? Seems to come and go one day to the next and on different places on the face. No other spots anywhere on her body.
