Winter coats

I’m a ftm of a sweet almost 17 month old girl, we used a mixture of a coat and bear suit last year and that was hard to get on with how much she rolled. She’s walking now so I don’t think the bear suit will be an option this time around . I understand car seat safety concerns with puffy coats, is there any recommended coats for toddlers? Last year she had a pink Walmart coat and the only thing I didn’t like about it was it was kinda tough to get off when she was layered especially in a narrow space like the car. Ps. I know it’s hot still but I’d rather be able to order and have it in hand when I need it rather than not have it in time. I live in Illinois and weather is unpredictable.
