HCG only 11% rise

I’ve had two consecutive miscarriages this year, found out I was pregnant on Monday at 9dpo dr sent me to the epu on Tuesday for beta hcg bloods- they came back hcg 19 and progesterone 93. Retested today and progesterone is still very high but hcg is only 21. Retesting on Saturday…
Anyone hear of a positive outcome from a slow rise like this 😔
