3 year old refuses to get dressed

I honestly don't know what to do anymore. My 3 year old (4 in November) refuses to get dressed. It's a struggle every single day and sometimes we can't even leave the house. We manage to put on dress/top/panties but the minute we reach socks trousers leggings it starts. She keeps saying everything is too tight. We bought her new clothes, socks etc but she still refuses to wear it. It lots of struggle and tears constantly. We both exhausted and don't know what to do anymore 😭😭
