Heat rash?

Could this be heat rash as where we are it’s currently 34 degrees.

She’s in just her underwear and we’ve got fans on and I’m about to put her in cool water in the bath as we don’t have a garden.

How Else can I help her?

Looks like heat rash to me. Just keep her as cool as you can (hard I know we have 31 degrees in my front room and also no garden 🙃), a damp muslin or similar will calm it down too x
