What are the facilities etc like for travelling with babies? Any tips appreciated

Hey mamas. Need some advice I'm going to the Algarves with my boy , who will be 7 months when I go. I'm abit worried about car situation as we are travelling as a family of 6. We might rent a car (with a baby car seat) or do ubers/cabs. I read that ubers/cabs are exempt from car seats so baby can just be on my lap. Is that true?? Will ubers have babycar seat provided? Ofcourse I wouldn't want to risk the life of my bub. So thinking to rent a Doona pram for the trip?
