Bumps/ rash on face

My 13 month old has always had dry cheeks he's never had baby soft skin. But since past few months he's got small bumps on his cheeks as well as his arms. It doesn't always look as bad as this, this is the worst it gets. It's not itchy. I moisturise him all the time but it just stops it drying not the bump from going. Any advice would be appreciated x

Your picture did not post? My daughter is 14 months and also gets a rash after she eats and/or when she wakes up in the morning. The doctor just said it's a skin sensitivity but I don't think so. He suggested to use aquaphor.

I'm taking my daughter to an allergy specialist that is very popular in our area. Surprisingly, he strongly suggests Cerave lotion. Maybe give it a try?
