Baby sleep issues

I'm so fed up at the moment my baby boy 21 months, he is refusing to sleep before 11pm and if I don't get my evening back I'm going to have a break down, it's been going on for two weeks now and I don't know what to do

How much total sleep is he getting in 24 hours? I've certainly had to play around with sleep timings for my 21 month old recently.

he naps around 2-3 hours around( 1-3 or 4) he then won't sleep till nearly midnight then up at 8am, so around 11-12 hours total sleep day and night

I think usually the trick is to play around with timings. Either less daytime sleep, and/or earlier wake ups to bring the nap earlier. It sounds like he can do 7 or 8 hours before being ready to fall asleep at night. I suspect if you want him in bed by, say 8/9pm, he should probably be waking up from nap by 1pm, but it's a bit of trial and error. Earlier wake ups can be done by waking him up for the day 15 minutes earlier each day or try shorter nap. It might take a couple of weeks.

I ended up moving bath earlier, and making sure he's awake by 2pm, and brought bedtime from 10pm to more like 8.30pm.

I can't get him to sleep earlier than 1.30-2pm and he sleeps three hours so it's difficult as even when he wakes at 6am he is ready for nap like 2pm and then ready for bed at like 11pm

Ah that sounds tough. It's hard not having your evening.

It could just be a phase (sorry to say that ubiquitous phrase!). Which doesn't make your life easy, but I think I've seen a few posts where people have said thing wenr back to normal after a few weeks.

It just sounds like there's not enough sleep pressure until 11.
Can you wake him from the nap earlier? 3 hours is a long nap.

How long did you try 6am wake ups? Any changes you make can take a couple of weeks to take effect.

Maybe he needs lots of time running around out?
