Bitting & scratching

My two year old daughter bites and scratches. She does it when she’s tired and it seems like during play. I’ve tried letting her know it’s hurts. I tell her mommy doesn’t like that. I also give her time outs however, she continues to do it. Any suggestions on how to get her to stop? It’s literally so painful I’m also concerned about her around other children - thankfully she hasn’t bit another kid yet but I wouldn’t be surprised if she does. 😳
