Home Depot has a water test kit for $10 or less. I would do that, see what it says. Based off those results check your lease. Is it on you to take care of the filter system or the landlord, then go from there.

we don’t have a formal lease

You can get filters on Amazon to go on your sink faucets, shower heads, and tub faucets. Or even under the sink ones. All are pretty affordable. Is that an option? Or maybe Google the house filter if there is any identification on the system?

You can also get water test kits on Amazon and do it yourself. I wish I were more knowledgeable about your area to help more. Hopefully someone else chimes in!

Even without a formal lease, there are still laws and regulations about what a landlord and/or property manager is required to do.
