3.5 tog sleeping bag

The temp in my bedroom can drop to 13 degrees even with heating on due to old windows which we’re getting sorted soon. My baby girl likes to be on the warmer side but I’m so paranoid about her overheating so she ends up waking up multiple times from being cold. Everywhere I look, it says 2.5 tog sleep bags recommended. My question is if you were in my situation, would you use 3.5 tog sleep bag?

We had a really cold flat (down to 14C some nights) with our first and a really cold winter. When he was a baby we only had 2.5 tog bags but used a blanket over the top (sometimes with a thin cardigan to keep his arms warm), then when he was nearing 1 but the following winter got 3.5tog bags. I don't know if you can get 3.5 tog for small babies but if you can I would. If she's already waking up cold then I definitely would increase

We used 3.5. You can get Jojo ones that have zip on arms for extra warmth
