Birthday party ideas

My youngest daughter is turning 2 at the end of this month. I don’t want to have at my house, it’ll be too cold outside to have at a park. I don’t wanna spend $300 + on a party at a place she might not even be able to enjoy being so young still. I was gonna go at our local community room at the fire station but they have their booking closed for January. If anyone has any ideas, I’d appreciate it!
