I know I can’t be discriminated against but I’m very reluctant to say I’m on mat leave. I would rather wait and see if I am offered the job and then say but would this be an issue? I’m due back in September!

You don't have to disclose it at interview. And they should also not ask you. You say they can't discriminate, but realistically that doesn't mean they won't if you disclose it, and it would be hard to prove if they give a different reason for not being offered the role.
It would be something you can disclose if you get an offer and discussing start dates. Presumably you are looking for other roles within the NHS, so repaying OMP because you're not returning to work for 3 months shouldn't be an issue.
