What are these dry patches?

Does anyone know what these dry patches are on my son's arms? Is it eczema? Or potentially from the car seat straps? Any remedy suggestions? Thanks!

Looks like eczema. Pop some good moisturiser on it and it should go! :)

Aveeno and add some baby massage in before bed. Try to keep baths quick as that can dry out skin even more
