Maybe try following wake windows rather than waiting for sleep cues… maybe his eye running is already a late cue.

We had a phase of this and super resistance so I tried to time the nap with a walk in pram where I could because he always nods off but doesn't feel like he's being 'forced' to go to sleep I think
Do you drive? When my little girl got like this, I used to just start driving and she would often fall asleep pretty quickly x
My little girl has been kicking off with naps in the cot so I just put her in the pram and she makes no fuss. Think she is just associating her cot with bedtime! She goes down well at night so pram in the day and cot at night works fine for us, anything for a less stressful day 😅
