Could be too hot or too cold, too fast or too slow a flow. My son did this and we found out he didn’t like it too hot and there are times he won’t drink it if it’s too cold.

They could have reflux or you could be misreading their need. Sometimes with being over tired they don’t know what they want

For my son, it usually has something to do with the milk temperature. He'd push his bottle away if it's too cold.

Check temp. Like others have said it may be to hot or to cold. I know my son can be particular about the temperature sometimes
