We have the covers but he knows how to pull them off! How do I discourage him?

Re-direction to a toy or something more fun and don’t make a big fuss about him not touching them. Just keep re-directing and physically moving him away. He’s looking for your reaction so if you give him none, he’ll get bored and move on.

You’ll have to block the whole outlet or use something more secure than the standard cover. There are ones that slide or lock.

Mine did this very early on also…. I would find the outlet covers everywhere… I put clear tape over it to hold it to the wall and a sad face and he stopped

You can get the covers that hold the cords. They are hard to open even for adults

If you aren't using the outlets right now, you can replace your current covers with ones that have no holes in them. You can get them at any hardware store and screw them onto the wall so your little one is safe. You can put the regular ones back after this phase has passed. I also recommend reading books to learn about electricity and being safe. Electrical Engineering at Christmas (part of the Baby Loves series) it's a good book to start!
